New research by The Australia Institute shows that Australians have lost over $104 billion to gambling in the three years since the Murphy Review released its final report into the harms of online gambling.

Today the Albanese Government is expected to introduce legislation in response to the Murphy Review. If passed, it will introduce certain restrictions on gambling advertising, but stop well short of the full ban on ads for online gambling recommended by the Review.

The Australia Institute is today launching the National Gambling Toll, a real-time tracker of Australia’s estimated gambling losses since July 1, 2023, right after the release of the Murphy Report. The toll can be viewed here.

The Federal Government’s new carbon credits method for ‘protecting’ native forests will allow fossil fuel companies to greenwash their climate pollution and expand coal and gas production, according to the Australia Institute.

A new carbon accounting method, proposed to fund the creation of the Great Koala National Park in NSW, pits forest and biodiversity protection against acting on climate change, when those objectives are inseparable.

“Climate science makes clear that the Australian Government needs to stop approving new gas and coal projects while simultaneously stopping the destruction of enormous amounts of our native forests,” said Dr Richard Denniss, co-CEO of The Australia Institute.

“The science doesn’t say that it is okay for us to approve new gas and coal mines, as long as we save some trees at the same time. However, under this Great Koala National Park offsets scheme, that is exactly what is being proposed.”

If fire ants are allowed to spread across Australia, thousands of pets could be killed and households could be hit with costs of over $1 billion each year, according to new research by The Australia Institute.

The invasive species, originally from South America, has been detected in several states, with Queensland so far the worst affected.

Almost all of Australia is suitable habitat for fire ants and the potential damage to agriculture, the environment and households is huge.

Key points:

• State and federal government funding to eradicate fire ants is well below the $300 million per year recommended by government experts.
• International data suggests 30% of people in fire ant-infested areas get stung each year, with risk of anaphylactic shock. Pets are also at risk.
• If allowed to spread across Australia, fire ant stings would result in an extra 624,000 medical visits for humans and 2.3 million vet visits for pets.
• This could see over 30 people and thousands of pets die each year.

“Fire ants are a potential economic and environmental disaster for Australia,” said Rod Campbell, Research Director of The Australia Institute.

“If a murderer said that they planned to kill 30 random Australians each year, the response would be enormous. That’s essentially what fire ants are doing – yet the response is minimal.

With the government set to review the scheme this year, the research shows the Safeguard Mechanism’s biggest  failure is its overwhelming reliance on carbon offsets which, in some cases, have enabled big polluters, including fossil fuel producers, to increase their actual pollution.

The report exposes the extraordinary lack of integrity in offsets as well as the accounting tricks which have enabled the government to keep approving new fossil fuel projects while falsely claiming its policies are reducing real emissions.

Key points:

• The Safeguard Mechanism has failed to deliver promised reductions in gross emissions.
• The scheme has enabled polluters to claim “net reductions” in emissions while actual pollution levels are rising.
• Proposals to open the Safeguard Mechanism to international offsets would further reduce the scheme’s integrity.
• By enabling coal and gas expansion, the policy could put Australia in breach of international law.
• Allowing big polluters to use unlimited offsets makes Australia an outlier in international climate policy, alongside countries like Kazakhstan.

“While millions of Australian homes and businesses are doing the right thing, installing solar panels and batteries, and buying EVs, many of our biggest polluters are using dodgy offsets to pollute more than ever,” said Dr Richard Denniss, co-CEO of The Australia Institute.

So, it’s no surprise that as the far right seeks to stoke hatred against immigrants and the queer community, Australia is also experiencing co-ordinated efforts across three states to wind back women’s access to abortion.

The far right is a place of differing grievances and conspiracies, including neo-Nazis and incels but there’s plenty of evidence to suggest a hatred of women sits at the centre of their toxic overlapping interests. “Misogyny isn’t just a side issue: it connects everyday violence with radicalisation.”

Just like whipping up hatred against immigrants, efforts to restrict abortion are designed to be a political lightning rod, driving outrage and engagement amongst its rabid supporters.

One Nation’s policy seeks to radically restrict abortion, with one of its senators supporting a total ban. The tactics from One Nation and others from the far right are imported straight from MAGA in the United States.

KPMG today faces the powerful Parliamentary Joint Committee on Corporations and Financial Services.

The large, diversified firm has received a three-month ban from new government work after mishandling a whistleblower complaint, but the Albanese Government is yet to adopt recommendations from two parliamentary inquiries into misconduct by management consultant firms.

Since the RBA raised the cash rate from 4.10% to 4.35% in May – the third straight rate hike – unemployment has risen to 4.5% and the March quarter National Accounts reveal household discretionary spending was already stalling before the rate rises, as households cut back in order to pay for essentials.

“The current level of inflation has not been driven by either wages or consumer spending,” said Greg Jericho, Chief Economist at The Australia Institute.

“Rather, it’s been driven by increased profits and the war in Iran.

“For too long the Reserve Bank has punished households out of a belief that a wage-price spiral was just around the corner.

“Maybe they finally get it. Maybe the RBA board members understand they’ve been unfairly inflicting unnecessary pain on mortgage holders.”

Polling shows the vast majority of Australians want a fair return for their gas.

Unions, community groups, charities, crossbench MP’s and business leaders are calling for a gas export tax.

Research by The Australia Institute reveals that if the Albanese Government had introduced a gas export tax after it was first elected, it would have raised more than $70 billion by now.

The research also shows that:

• More than half the gas exported from Australia is given away royalty-free.
• The Japanese government collects more tax from Australian gas exports than the Australian government.
• Enough gas to supply Australian homes and businesses for more than 20 years has been used in gas exports in the past 5 years, while Australians have been threatened with shortages.
• Allowing unrestricted gas exports from the east coast of Australia has resulted in domestic wholesale gas prices more than tripling and electricity prices doubling.
• Australian beer drinkers pay more in beer excise than the gas industry pays in Petroleum Resource Rent Tax.

“It’s not clear why the government won’t impose a 25% tax on gas exports, but what is clear is that they are not in a hurry to do it,” said Leanne Minshull, co-CEO of The Australia Institute.

Governments can change the country for the better or worse. Failure to act for 26 years on housing affordability has left many Australians renting for most of their adult lives and led to for the first time since WWII, most Australians in their early 30s not owning their own home.

The path to undoing the damage will be long. But the changes made by the government in the May Budget have had an immediate impact. Finally there is hope that no longer will the housing market be treated as a place to increase wealth rather than a place to find a home to live in and grow a family.

This week it was reported that investor loans by Westpac had fallen 20% in the month, and a property investor bemoaned to a business conference that “these tax changes are a status war. They are killing residential investment and encouraging owner-occupier demand”.

Oh gosh, a government doing something to help home-owners rather than investors?!

Yes, it is possible, and that’s why we keep pushing for changes that make the economy fairer and our society better.

Good policy is a choice, and it’s why we keep pushing for better choices.  

For 26 years, we pushed for housing policy that put people before investors. This year, we finally broke through. We now have reforms that will make housing more affordable by reducing enormous tax concessions that deepen intergenerational inequality.

Dishonest political campaign advertisements – like those falsely claiming a party will introduce a new tax or cut a government service – could be outlawed in time for next year’s NSW election, if a new petition is successful.

The petition to the Legislative Assembly is calling on the NSW Parliament to implement truth in political advertising laws, like those already in place in South Australia.

If the petition reaches 20,000 signatures from NSW residents, MPs will debate the issue in Parliament — opening the door for reforms to be introduced before the next state election, due in March next year.

The petition is an initiative of NSW resident Michelle Millner and The Australia Institute, with independent MLA Jacqui Scruby as its parliamentary sponsor.

• 89% of NSW residents support truth in political advertising laws
• Truth in political advertising laws have existed in South Australia for 40 years
• If the petition attracts 20,000 signatures from NSW residents, politicians are required to debate the topic in the NSW Parliament
• The next NSW state election is due on 13 March 2027

“Truth in political advertising is vital to restoring public trust that has been greatly eroded. Without laws around this our democracy is broken,” said lead petitioner Michelle Millner.

Polling – Australia, the US and Iran War, the Australia Institute (May 2026)

Australians love a punt, but the house always wins.

We’re the world’s biggest gamblers per capita, and the biggest losers, losing more than $32 billion in bets last year. Yes, the gambling reforms announced by the Albanese government are important, but they are roughly the equivalent of throwing a bucket of water on a bushfire.

Australia Institute research shows the $32 billion Australian households lost to gambling is more than Aussies spend on their electricity and gas bills ($29.5 billion) or alcohol ($26.8 billion). That’s more than $30 billion a year in profit going to gambling companies. Thirty billions dollars a year that’s not being spent in the economy at local businesses down the main street of your city or town, that’s not being spent on food, rent or the basic necessities of life. Can we really afford that, in this economy?

These massive gambling losses are often framed as the tragic but unavoidable cost of doing business, rather than the inevitable consequence of a predatory gambling industry untroubled by regulation.

The Whitlams once sang about blowing up the pokies (a timeless classic no less relevant today), but it’s online gambling that has exploded in recent years.

The poll of 1502 people, conducted by YouGov, also found 8 in 10 voters support the creation of a Whistleblower Protection Authority.

The research, supported by the Human Rights Law Centre and Whistleblower Justice Fund, shows support for better whistleblower protections hit a record high level last year and has increased even further in this new poll.

It comes as the CEO of KPMG Australia quits over his mishandling of a whistleblower request, while the federal government continues to drag its feet on releasing a long-awaited second tranche of whistleblower reforms.

What we know at The Australia Institute is that change is difficult and hard fought. We have made real progress with Labor supporting these reforms to capital gains tax, negative gearing, and trusts.

But the change hasn’t passed the parliament yet, and vested interests are going to continue to push the Labor Government to water down or scrap these important reforms.

I have covered over a dozen Federal Budgets, and this is the first time I have felt optimistic that housing affordability will get better not worse. Young people deserve to be able to buy a home of their own and have the security that comes with that.

Let’s not let them down.

The report, published by The Australia Institute today, shows that mining companies use a quarter of the diesel in Australia, enough to fill every big ute in Australia 30 times, 3.4 times more than all agriculture, farming and forestry.

Key points:

• Diesel use in mining has tripled in the last 20 years and is expected to increase into the future.
• Recent reports on BHP shelving plans to electrify its Pilbara mining fleet highlight how slow the mining industry has been to reduce its diesel use.
• Mining companies have little incentive to electrify because their diesel use is subsidised by the Fuel Tax Credits Scheme and they can use unlimited carbon offsets to comply with environmental requirements.
• The Fuel Tax Credits Scheme costs taxpayers over $10 billion per year.

“Australians are being told to catch the bus in the name of fuel security, while the mining industry uses ever more diesel,” said Rod Campbell, Research Director at The Australia Institute.

“Leaked documents from BHP show that the company is in no hurry to switch to electric equipment.

“Miners like BHP are happy to keep using subsidised diesel while the rest of Australia goes through a fuel security crisis.

“The Albanese Government is making this worse, not better.

“The government failed to reduce mining diesel subsidies in the budget, despite being urged to do so by the ACTU, social service agencies and even by a mining company, Fortescue.

“The National Anti-Corruption Commission was founded three years ago with great hope that it would expose federal wrongdoing, but it has so far failed to live up to its promise,” said Bill Browne, Director of The Australia Institute’s Democracy & Accountability Program.

“The next Anti-Corruption Commissioner will have to rebuild public trust. This is best done in the open, so Australians can see the NACC at work – but the existing restrictions on public hearings make that difficult.

“The Albanese Government and the Parliament could set the next NACC Commissioner up for success by allowing public hearings whenever they are in the public interest, as supported by two in three Australians.

“The Australia Institute has identified five ways to restore trust and integrity in the NACC, including removing the government veto in the NACC’s oversight committee and establishing a whistleblower protection authority.”

This budget, and the debate around it, was not just about looming deficits, the need for belt-tightening and why now is the right time for company tax cuts.

For the first time I can remember, this budget was about what kind of Australia we want and how to pay for it.

The lead up to the budget was dominated by a huge public discussion around calls for a 25 per cent gas export tax. And while there was no gas tax in the budget, questions about why the government didn’t implement this no-brainer revenue-raising measure have dogged the Prime Minister and the Treasurer in post-budget interviews.

What was in the budget was a genuine attempt to address the housing crisis through reforms to expensive and unfair tax concessions for capital gains and negative gearing. Not only will this slow growth of house prices, but it will raise revenue for the government.

Prime Minister Anthony Albanese has called on The Australia Institute to be “fair dinkum” about its calls for a 25% gas tax.

Today, The Australia Institute has taken out full-page advertisements in newspapers around the country to remind the Prime Minister that there’s nothing more fair dinkum than getting a fair price for Australian gas to pay for essential services like hospitals, schools, public housing and supporting Australians living with disabilities.

The advertisements remind readers that Australian nurses pay more tax than the gas industry pays.

They also remind Australians that a flat 25% gas export tax would raise more than $17 billion a year for a budget which is forecast to remain in deficit every year to 2029-30.

“I can assure the Prime Minister that The Australia Institute is fair dinkum in our calls for Australians to get a fair return for our gas,” said Dr Richard Denniss, co-CEO of The Australia Institute.

“Mr Albanese’s government chooses to give gas away for free to the gas export companies, gas that could be taxed and raise more than $17 billion per year.“

The Prime Minister is trying to downplay the importance of a gas export tax by calling it a ‘social media campaign’.

The Australia Institute has taken out a full-page advertisement in today’s Adelaide Advertiser to remind South Australians that Premier Peter Malinauskas’ decision to overturn the state’s ban on gas fracking is not only irresponsible, but also unnecessary.

Co-CEO of The Australia Institute, Dr Richard Denniss, said everyone from former Federal Opposition Leader Peter Dutton to current One Nation MPs in South Australia understand there is no need to extract more gas from South Australia.

“Australia has never had a gas shortage. What we have is a gas export problem,” Dr Denniss said.

“In the past five years, our governments have allowed foreign gas exporters to export enough gas to supply Australia for more than 20 years.

“Just last week the federal government introduced a policy to ensure more Australian gas was kept in Australia.

“A 25% gas export tax would be even more effective in helping Australians. An export tax would see more gas diverted to domestic markets, end the fake shortages, and push gas prices down for Australian households and businesses.

“Not only that. A gas export tax would raise $17 billion a year which could be used to fund essential services for South Australians like aged care, health, housing, and better support for people living with a disability.

“To suddenly reopen South Australia to destructive fracking makes no sense.

Victoria’s donation restrictions are unconstitutional – what happens now? by Bill Browne, The Point (April 2026)

While many Australians are already aware that  multinational gas exporters pay less in PRRT than is raised by beer excise or student loan repayments, last week’s budget also revealed that the government collects significantly more from smokers of legal cigarettes, spirits drinkers and visa applicants.

The PRRT is supposed to ensure Australians get a fair return for the sale of our nation’s natural gas resources.

Next financial year the government expects to collect $6.2 billion from visa applicants, $3.6 billion from smokers, $3.3 billion from spirits drinkers, $2.8 billion from beer drinkers … and just $1.9 billion from the PRRT.

“Once again, the evidence that Australians are being taken for a ride by the gas industry is on full display in the budget papers,” said Dr Richard Denniss, co-CEO of The Australia Institute.

“It’s time the Prime Minister was fair dinkum with Australians.

“Last week Anthony Albanese said that the PRRT revenue was ‘ramping up’, but the budget papers reveal that simply isn’t true. The Prime Minister’s own numbers show that revenue from the PRRT is expected to fall from $1.9 billion next year to $1.3 billion by the end of the decade.

It is easy for progressives to find things to complain about. It’s not because we are miserable, but unfortunately, we are too aware of the realities of life for many who never get a voice, aware of the crisis of climate change, and aware of the inequalities in the system that prevent a better society.

So, when a government does a good thing, we should take a moment to celebrate – especially when it means a long and hard-fought fight has been won.

The Australia Institute first attacked the possibility of a capital gains tax discount back in August 1999 – a month before the Howard government made the change.

The original design of the NEM assumed that private markets and price signals could not only guide investment in generation, networks and retail, but also accommodate changing environmental requirements.

Experience has shown that this is not the case. The NEM now operates as a hybrid in which reliability and investment are secured through administrative intervention and long-term contracting, while emissions reductions are driven by a set of overlapping federal and state policy instruments.

The analysis makes several recommendations to fix the NEM:

• Split the Australian Energy Market Operator into two bodies, a rule-bound market operator and a national grid authority with responsibility for reliability, transmission integration, long-term contracting and emissions integration.
• Consolidate transmission under public ownership within the grid authority.
• Operate generation under a mixed public–private model.
• Reforming distribution, while keeping public ownership available as a long-term option.
• Retaining retail competition, but default pricing should be treated as a public obligation linked to system costs.

“Australia’s transition to a low-emissions electricity system has exposed the structural weaknesses of the National Electricity Market.” said Professor John Quiggin, Professor of Economics at The University of Queensland and author of the report.

“After decades of patchwork reform, the elegant design of the original NEM is almost invisible under all those tweaks.

Home ownership is simply beyond the reach of many, rent is surging, and homelessness continues rising. It seems likely the Treasurer Jim Chalmers will implement changes to the 50 per cent capital gains tax discount and negative gearing in Tuesday’s budget, two policies which have worked together to push house prices up and up and up.

Which means for the first time in decades, this federal budget may stop making Australia’s housing affordability worse.

If Australia doesn’t do something to fix the problem, we will only become more unequal and more divided between the haves and have-nots.

As Alan Kohler said in his brilliant Quarterly Essay piece on the housing divide: “Education and hard work are no longer the main determinants of how wealthy you are; now it comes down to where you live and what sort of house you inherit from your parents. It means Australia is less of an egalitarian meritocracy. Material success is now largely a function of geography, not accomplishment.”

If working hard isn’t enough to buy you a stable roof over your head, what next?

Australia will be a poorer and less stable nation if home ownership becomes unaffordable for ordinary people.

We don’t want to become a society where the only way young people can dream of owning a home is if they are fortunate enough to inherit one. That’s why these tax reforms are so important.
